I found Sake in the most northern market, to the left Yakuza Kiwami — Guide and Head to Public Park 3 in Tenkaichi Alley (it has a swingset) and you'll see a drunk guy next to a barrel. Speak to him and he'll ask for Sake. You can find some at the M Store. Hand it over and he'll give you a "Worn-out Coat". Head to Pink Street near Beam and you'll see a homeless guy.
